Let's see what is this IMEI number and what harm can be done to you if someone has access to your IMEI number.
What is IMEI Number ?
IMEI Number is the acronym of International Mobile Equipment Identity. It is the unique number given to every mobile phone. It is similar to Vehicle Identification Number. There are mainly two uses of IMEI Number :
(i) To give a unique identity to smart phones which can be later used to identify them.
(ii) To track down your phone in case it is stolen.
If your phone is stolen then you can tell the police to blacklist the IMEI number so that anyone using your mobile phone wouldn't e able to access internet or do any phone calls or send any messages.

What can one do who have your IMEI Number ?
(i) IMEI Cloning: One can clone your IMEI number and use it as your own. If anyone is accessing your IMEI number he can use it for cloning your mobile phone and he can do any illegal activity with the cloned phone, for which you will be asked by the laws. But its not that simple, it requires a lot of skills and knowledge. If two mobile phone uses same IMEI Number them the telecom company will instantly blacklist that particular that IMEI Number.
(ii) Phone tracking: Tracking mobile phones with the help of IMEI number is very possible. IMEI number is the key of tracking down any stolen mobile device by police. But its very difficult for common people and even hackers. Police gives the IMEI number to the telecom operators and ask them to locate the IMEI number.
Can IMEI number be changed and is it Illegal ?
It is possible to change the IMEI number of mobile devices. Their are many ways of changing IMEI number. Most of them needs the mobile phone to be rooted and few are for non-rooted devices. But why someone wants to chane IMEI number ? Its quite simple that if you can change your IMEI number you can prevent your mobile phone from being tracked.
